Position Summary:
GADC is seeking an HR and Administrative Assistant supports the effective functioning of GADC’s human resource and administrative systems. The role contributes to smooth daily operations, accurate record-keeping, and compliance with internal policies and Cambodian labor law, while upholding GADC’s feminist values and organizational standards.

Job Description: HR and Administrative Assistant
Job Purpose
- Support human resource processes and staff administration
- Provide efficient administrative and office support to ensure smooth organizational operations
Key Responsibilities
- Human Resource Support
- Maintain and update staff records, contracts, and HR documentation in accordance with internal policies and labor law.
- Support recruitment processes, including vacancy announcements, shortlisting coordination, interviews, and onboarding.
- Assist in maintaining staff timesheets, leave records, attendance tracking, and staff files.
- Support HR processes related to staff orientation, performance review documentation, and capacity development records.
- Administrative and Office Support
- Provide day-to-day administrative support, including managing office stationery, filing, correspondence, and document management.
- Support office logistics, meeting arrangements, and internal coordination.
- Assist with procurement and asset documentation in coordination with the Finance and HR Manager.
- Support office operations to ensure a safe, organized, and functional working environment.
Compliance and Coordination
- Support compliance with GADC’s internal policies, procedures, and code of conduct.
- Assist in maintaining confidential records and handling sensitive information with professionalism and discretion.
- Coordinate with program and finance teams to support administrative needs.
- Other tasks as assigned by supervisor
Additional Roles and Organizational Contribution
In addition to the above responsibilities, the HR and Administrative Assistant is expected to:
- Support organizational events, trainings, and meetings when required.
- Promote a respectful, inclusive, and feminist working environment.
- Participate in internal meetings, reflections, and learning activities as appropriate.
- Undertake other administrative or HR-related tasks as assigned by the Finance and HR Manager in support of GADC’s mission.
Required Qualifications and Skills
- Diploma or Bachelor’s degree in Business Administration, Human Resource, finance, accountance Management, or a related field.
- Minimum 2–3 years’ experience in HR, administration, or office support roles, preferably in NGOs.
- Strong organizational, time management, and communication skills.
- Basic knowledge of Cambodian labor law and HR practices is an asset.
- Ability to handle confidential information with integrity and discretion.
- Proficiency in MS Office and basic office systems.
- Fluency in Khmer and basic working knowledge of English is preferred.

- Willingness to learn and develop skills in HR and administration.
