Program Assistant
Position Summary:
Gender and Development for Cambodia (GADC) is looking for a qualified and motivated individual to join our team as a Program Assistant. As a feminist organization advancing gender equality and social justice, we seek a passionate candidate committed to women’s leadership, community development, social inclusion, and transformative change. This position is based in Phnom Penh with frequent travel to provinces.

Job Description: Program Assistant
Job Purpose
- Implementing projects:
- Collective Action for Gender Equality
- ACP4Climate Gender Equality, Disability, and Social Inclusion (GEDSI) Strategy
- Under direct supervision by the program manager, the program assistant is working in cooperation with direct and indirect team members within the organization.
- Ensure that staff is aware of his/her roles and responsibilities in relation to his/her assigned position.
- Support the project implementation to ensure the achievement of the project goals as well as contributing to the goals set in GADC’s five-year strategy 2023-2027.
I. Key Responsibilities
With direct supervision from the program manager, the Program Assistant will work in coordination with the program team as well as across program within the organization. Program Assistant will support to oversee the project implementation to ensure that the project is implemented as planned. The summary of key responsibilities below are:
- Operational Responsibilities
- Support the effective and timely implementation of all project activities in line with the strategic objectives, framework, work plan and within the budget approved.
- Involved with the program team in problem solving and consultation of emerging issues that organization and communities face.
- Support in monitoring and managing budget and expenditures of the project.
- Support in processing procurement, budget advance and
- Support in writing field notes, case studies, project reports (monthly, quarterly, and annually) in a timely manner.
- Develop and maintain good relations with relevant local government and commune core group in the target areas to ensure the smooth implementation of the projects.
- Monitoring and Reporting Responsibilities
- Support in monitoring the implementation of activities against budget lines to ensure project objectives/indicators are met and aligned with donor requirements.
- Regularly monitor project activities, ensuring that quality data is collected and recorded for reporting analyzed.
- Document challenges, learnings from the project, and portrait of women leadership of GADC’s target groups.
- Monitoring domestic violence cases.
Facilitation and Communication Responsibilities
- Work cooperatively with Feminist Learning Program team to co-design session plan, co-lead capacity development activity including co-facilitating the trainings, workshops and provide coaching.
- Support the development of discussion agendas for gender cafés, men’s dialogues, and village meetings to ensure they address everyday issues such as domestic violence, rape, and gender discrimination while tackling unconscious bias and promoting women’s leadership.
- Support to ensure that Community Facilitators (CFs) can prepare their meeting plan and facilitate the meeting smoothly.
- Support in organizing dialogue meetings or workshops between rights holders and duty bearers and at sub-national levels.
- Project implementation
- Cooperate with program team, network, and partners to organize civic engagement and public campaign and events including social media to raise awareness among relevant key stakeholders, youth, women groups and local authorities to echo the key awareness and advocacy message.
- Co-conduct training, workshop and coaching on violence against women and girls (VAW), good governance, social accountability and other related topics to partners, core group members and local authorities in the project target areas.
- Regular update program manager on program progress and challenges and be actively involved in finding resolutions of issues to ensure the best use of resources and achievement of program outcomes.
- To carry out other duties appropriate to this post as requested by the line manager.
II. EXPERIENCE AND COMPETENCIES
- At least 1 year of experience in project coordination.
- Experience in facilitating training, workshops, and meetings.
- Experience in conducting campaigns (both offline and online).
- Experience in working with People with Disability (PWD) and gender related work.
- Good reporting and writing skills.
- Basic financial management and understanding of budgets.
- Understand basic M&E concepts, results framework (outputs, outcomes, impact, etc.) and data gathering.
- Must be a team player with good interpersonal skills.
- Ability and willingness to travel to target areas.
- Understanding gender equality and gender mainstre
- Experience in working with youth, community people, local authority, network, and government officers will be an asset.
- Experience working on projects related to gender and climate change.

Qualification: Bachelor’s degree, Social Work, Social development, Sociology, Economy and Business Administrative, Law or relevant qualification. | Strong knowledge of budgeting and community development, with proven experience in gender sensitivity, gender and climate change. |
Knowledge and experience: Demonstrating experience in coordinating project activities such as meetings, training, and workshop as well as administrative work and logistics management Demonstrable skills and experience in project implementation, preferable having worked with NGO, youth and local authorities. | Knowledge and desire to promote social development and understand the gender dynamic in social development. |
Abilities and skills: Good interpersonal skills and cross-cultural sensitivity Computer literate in Ms Office, Windows, internet, and email, Canva, Kobo. High competent both writing and speaking in English and Khmer. | Strong ability to deal with conflict solutions and any challenges when needed. Ability to plan the work well and ability to manage time effectively. |
